QUESITON:

Did the angel Jibril speak to Allah subhanna wa taalla?

ANSWER:

Jibril is always in touch with Allah subhanna wa taalla because he always take the revelation from Him. Allah (swt) sent Jibril to all of the Prophets and then to the Prophet Muhammad .  So there was definitely a dialogue between them.  When Jibril was blamed for being late for fifteen days, Allah says ;
Sura Mariam 19:64
وَمَا نَتَنَزَّلُ إِلاَّ بِأَمْرِ رَبِّكَ لَهُ مَا بَيْنَ أَيْدِينَا وَمَا خَلْفَنَا وَمَا بَيْنَ ذَلِكَ وَمَا كَانَ رَبُّكَ نَسِيًّا
And we (angels) descend not except by the Command of your Lord (O Muhammad  ). To Him belongs what is before us and what is behind us, and what is between those two, and your Lord is never forgetful.
The part which says, We only come down with the command of our Lord, shows  there is always some form of communication between Allah and His Angels especially with Jibril who is the boss of all of the angels.
